Virtual Schoolbag (VSB)
The local authority (LA) has a statutory responsibility to categorise its schools and the purpose of this VSB is to communicate the plans for this process during the autumn of 2018, in the context of the new arrangements for secondary school improvement work.
School Improvement Procedures
The LA has previously set out the process of categorising schools within Excellence for All (Appendix 1: School Improvement Procedures). The key approach is to give weight to the school’s own view, provided all the evidence brought forward supports this.
The LA approach in autumn 2018 has been reshaped to take into account the new Secondary Improvement Board and is reflected in the updated School Improvement Procedures for 2018/19.
The process in 2018
Secondary Improvement Board (SIB)
Area Groups will be expecting headteachers to share their summary of self-evaluation at their first meeting on 27 September 2018.
Area Groups meet on 11 October 2018 and will be discussing secondary schools’ self-evaluations, with the support of external advisers. The SIB meets on 1 November 2018 and will review and confirm secondary school LA categories following Area Group recommendations.

Where required, after the SIB confirms LA categories on 1 November 2018 there will be further dialogue with schools before a final decision is made.

Similar to last year, each school will receive a letter confirming the LA category and the process that was used to arrive at this.
